LEGACY MATERIAL DISPOSITION INITIATIVE (LMDI) PLAN REVIEW

Process Engineering Associates, LLC (PROCESS) was requested by the client, an engineering and technical service provider to Department of Energy (DOE) owned and operated facilities, to perform a high level programmatic review of the draft Legacy Material Disposition Initiative (LMDI) Completion Strategy document for UT Battelle at the Oak Ridge National Laboratory (ORNL). The primary intent of this review was to evaluate the proposed approach to implementing the overall strategic objective of completing the LMDI program scope. Since its inception in 2002, the LMDI has been instrumental in the disposition of legacy materials in UT-Battelle-managed facilities at ORNL and Y-12.  As part of this initiative, an inventory of legacy materials has been created and periodically updated to reflect progress and new challenges that have developed.  Recently, their tracking database has been modified to segregate out the challenges that will be addressed in the DOE Oak Ridge Reservation (ORR) Integrated Facilities Disposition Project (IFDP), and to differentiate between true legacy challenges versus ongoing facility management issues.

PROCESS' conclusion was that the LMDI is a well managed and technically sound program that has brought substantial value to ORNL for the past eight years in identifying and reducing its legacy burdens.  At the request of UT-Battelle management, the LMDI team has worked with the appropriate operating Divisions to develop a viable strategic plan to phase out the formal LMDI effort in 3-4 years.  It is widely recognized that due to the nature of the research funding mechanisms at ORNL, there will be an ongoing need for this type of expertise, and it is strongly recommended that the current resources be utilized as future challenges are identified.  Additional observations were provided regarding the types of challenges versus the risk factors assigned, and specific recommendations on the near term schedule were offered.
